Description of the City Clerks Office

The City Clerk, along with the Tax Collector, is the oldest among public servants. The Clerk is the direct link between the citizens and their government.  The City Clerk attends all meetings of the City Council.  A complete journal is kept of all proceedings.  In addition to meeting minutes, the Clerk must keep a ledger of all City Ordinances passed by the City Council.  The City currently has over 7,000 Ordinances on file in the Clerk's vault.

The City Clerk is the custodian of the municipal seal and is custodian of all official papers, files, and documents.  This includes contracts, leases, deeds and other agreements made by the City.  The Clerk's Office also keeps record of all City vehicles, including titles and registrations.

It is the duty of the Clerk to publish or post all notices of elections as required by law, to accept candidates' petitions, and to certify the ballot to the County Clerk for the City-wide offices.  The Clerk’s Office provides voters’ registration service and notary service. 

The City Clerk handles the Birth and Death Certificates of all births occurring in Alton and all deaths occurring in Alton, Godfrey, Moro, and Fosterburg.  The Clerk issues Certified Copies of birth and death certificates to property identified individuals and funeral homes.  The City Clerk submits a monthly report to the Vital Records Office in Springfield, Illinois.

The City Clerk keeps a record of all Resolutions, Ordinances, Departmental Monthly Reports, Communications, Petitions, Appointments, Resignations, and various Committee and Commission proceedings.

The City Clerk is the sole custodian and supervisor of the care and maintenance of the City Hall Building. 

Requesting Birth Certificates

If you were born in Alton, you may obtain a Certified Copy of your birth certificate from the City Clerk's Office by visiting the office or writing by mail.  If you are writing by mail, you must submit a copy of a valid I.D., include your full name, date of birth, father's full name, mother's maiden name, and the address you wish to have it sent. The fee is $20.00 for the first copy and $8.00 for any additional. Send your information to the above listed addresses.

Requesting Death Certificates

If the person died in Alton, Godfrey, Moro, or Fosterburg you may obtain a copy of a death certificate from the City Clerk's Office. Our records begin in 1920.  Effective June 20, 2016, the fee is $23.00 for a Certified Copy and $8.00 for any additional.  If you writing for a death certificate please send the full name of the person listed on the death certificate that you wish to obtain and mail the request to the City Clerk's Office at the above listed address.

Voter Registration Infomation

Any person who is 18 years or older and lives in Madison County may register to vote in the Clerk's Office.  Two (2) forms of I.D. are required.

Notice of Foreclosure Information

Pursuant to the requirements of 735 ILCS 5/15-1503(b), notices of foreclosure should be mailed to Mary T. Boulds, City Clerk, City of Alton, 101 E Third Street, Alton, IL  62002.
