The City of Alton, Illinois is requesting the services of a highly qualified consulting engineering firm to perform professional services for the project described on the attached pages. Quality Based Selection (QBS) procedures, which are fully compliant with the Federal requirements of 23 CFR 172 and the Brooks Act, will be used to determine the successful respondent.

The solicitation includes design and construction engineering services for the following project:

  1. Alton Safe Routes to School Project

Federal Project No. 71QQ(739);  TIP No. 6865A-18

The project consists of 4 segments as follows:

  1. North side of College Avenue from Holman Street to Johnson Street
  2. West side of Rock Springs Drive from Memorial Drive to College Avenue
  3. West side of Johnson Street from College Avenue to the south side of Tremont St.
  4. South side of College Avenue from Johnson Street to Pleasant Street

The total length of the project is 2,384 feet, or 0.45 miles

Please see the attachment for details on consulting services. If your firm would like to be considered, you may express your interest by responding to the appropriate office indicated below. Limit your Statement of Qualification to no more than four (4) pages. This letter should include any information which might help us in the selection process, such as the persons or team you would assign to the project, the backgrounds of those individuals, and other projects your company has recently completed or are now active.

REQUEST FOR QUALIFICIATIONS (RFQ)

Alton Safe Routes to School Project

 

  1. Local Public Agency - City of Alton, Madison County, Illinois
  2. Route - College Avenue, Rock Springs Drive, and Johnson Street
  3. Location and Project Length – The project consists of 4 segments as follows:
  4. North side of College Avenue from Holman Street to Johnson Street
  5. West side of Rock Springs Drive from Memorial Drive to College Avenue
  6. West side of Johnson Street from College Avenue to the south side of Tremont St.
  7. South side of College Avenue from Johnson Street to Pleasant Street

             The total length of the project is 2,384 feet, or 0.45 miles

  1. Project Description – Segment 1 will complete a gap where there is no sidewalk, upgrade the existing non-ADA compliant sidewalk, and increase the sidewalk width from 4.5 feet to 5 feet. Segment 2 will upgrade the existing non-ADA compliant sidewalk, increase the sidewalk width from 4.5 feet to 5 feet, provide curb and gutter to meet FHWA policy for pedestrian protection for 150 feet where the sidewalk is in close proximity to the street, and improve the crosswalk at the Rock Springs Drive and Memorial Drive intersection. Segment 3 will connect to the Lovejoy School property on Johnson Street, upgrade the existing non-ADA compliant sidewalk, increase the sidewalk width from 4 feet to 5 feet, improve the crosswalk at the Johnson Street and Tremont Street intersection, and upgrade curb ramps at the Johnson Street and Tremont Street intersection. Segment 4 will upgrade the existing non-ADA compliant sidewalk, extend the sidewalk to the back of the curb at the MCT bus stop, and increase the sidewalk width from 4 feet to 5 feet. Most of the project will be constructed within existing right-of-way limits. However, some additional right-of-way or temporary construction easements may be required.
  2. Approximate Construction Cost - $300,000.00
  3. The Engineering responsibilities for this project will include but are not limited to: Design Phase: The preparation of preliminary plans, right-of-way plans (if necessary), pre-final plans, and final PS&E. Design services may include right-of-way and topographic surveying, geotechnical investigations, public involvement, environmental permits, utility coordination and permits, and preparation of a project development report.              Construction Phase:  Work with the contractor on behalf of the City, assist with pre-construction conference, perform construction staking, perform periodic site inspection, prepare change orders and pay estimates, inspect construction materials, check shop drawings submitted by the contractor, conduct construction testing, be present during critical construction operations, participate in final inspection, prepare as-built drawings, and assist with final project closeout.

  1. Conflict of Interest: The City of Alton requires consultants to submit a disclosure statement with their procedures. The City of Alton requires the use of the IDOT BDE DISC 2 Template as their conflict of interest form.
